Speaker 2

And now picture nearly 400,000,000 ebikes on already zooming honking streets, bargaining for curb space, and occasionally racing delivery drivers like it's the Olympics.

Speaker 2

Well, that's kinda daily life here in the country for many, and that view that you'll get, you'll, very likely share it with many others because ebikes is the main way of commuting for many.

Speaker 2

But meanwhile, China has launched a brand new national safety standard for those ebikes.

Speaker 2

Different designs, tougher specs, fewer, spontaneous fireworks, and starting December 1, the strictest in history safety standard officially kicked off and set in.

Speaker 2

And it means that no shop should be selling anything built to the old rules anymore.

Speaker 2

This new gen e bike promises sturdier frames and safer batteries and better overall performance.

Speaker 2

But if you're still on your old ride, then what does that mean to you?

Speaker 2

I mentioned the questions already.

Speaker 2

Will the shop still fix it?

Speaker 2

Will the parts be there when you need them?

Speaker 2

Today, we're gonna try to find out the answers to those questions and more.

Speaker 2

Buying new, keeping old, and what does it mean for you and your daily trip to your office or the supermarket and also for your wallet?

Speaker 2

Actually, there are a lot of changes, on the way.

Speaker 2

Some have already gone into effect, as I mentioned.

Speaker 2

Some are coming in 2026, but the ones coming in 2026, those are just kind of the general rules for the road.

Speaker 3

是的。

Yes.

Speaker 3

没错。

Exactly.

Speaker 3

It's taking effect on in May next year in only in Beijing, actually, because of a lot of these road rules are rolled out by city or provincial governments.

Speaker 3

So here in Beijing, under these new regulations, there are some reaffirming reaffirming of old rules, like you you need to use your helmets, do not run red lights.

Speaker 3

You know, you have to keep, you know, keep in mind speed limits and also other public road rules.

Speaker 3

And new rules, for example, the age limit for minor passengers on these electric bikes will be raised to 16 years old.

Speaker 3

Previously, only only those under the age of 12 are allowed to be carried on the rear fixed c's of, you know, like, bicycle, meaning, for example, some high schoolers aren't able to be carried to school by their parents.

Speaker 2

Oh, they won't be allowed on the back anymore?

Speaker 3

不。

No.

Speaker 3

So but but after the new regulation kicked in next year, the high schoolers are allowed to be carried on by these e bikes by their parents.

Speaker 2

Oh, I see.

Speaker 2

是的。

Yeah.

Speaker 2

Those yeah.

Speaker 2

Again, those are the changes coming next year.

Speaker 2

But today, we're gonna focus on the changes that have already gone into effect, the new national standards on ebikes.

Speaker 0

是的。

Yes.

Speaker 0

And that one started since December year.

Speaker 0

That's China's new mandatory national safety standard for ebikes that's officially went live already.

Speaker 0

And with that, the sale of older standard modules will be completely phased out.

Speaker 0

Actually, starting from this December, the previous older standard ebikes had already stopped being manufactured and that they're completely renewing their whole manufacturing systems and the different e bike companies, they have already begun retooling production lines for new standard models.

Speaker 0

So that's what you are very likely to see if you take a walk into these stores these days.

Speaker 0

There are new standard e bikes.

Speaker 0

And for those stores who do not yet have their latest batch of new standard e bikes coming, the store is just simply remaining empty.

Speaker 2

Oh, they're just waiting.

Speaker 2

好的。

Okay.

Speaker 2

So these new standards under these new standards, it's kind of a level up Right.

Speaker 2

For the bikes.

Speaker 2

And I guess the main level up area would be a big boost in fire safety.

Speaker 3

没错。

Yes.

Speaker 3

Because bat battery fires are of these e bikes are are one of the leading causes of fatalities in in China.

Speaker 3

Mhmm.

Speaker 3

And under the new rules, the total weight of plastic components cannot exist 5.5% of the bike.

Speaker 3

And also also other key parts like the seats, the battery case must be made from highly flame flame retardant materials.

Speaker 3

So they're trying to keep the bike fire safe as much as possible simply because, you know, the batteries themselves cannot be, you know, just technological be upgraded that easily.

Speaker 3

是的。

Yeah.

Speaker 3

But when it comes to other components, that will be much, much easier.

Speaker 3

And different fire resistant requirements are also set for nonmetal materials such as foam, textiles and leather.

Speaker 3

So they're trying to keep these bikes as low flame less flame hazard as possible because the old standard bikes contain a higher percentage of plastic parts with lower flame resistant ratings.

Speaker 3

That means materials can release large volumes of toxic smoke when burned.

Speaker 4

And eighty percent of deaths in ebike related fires result from inhaling those smokes

Speaker 2

Oh, wow.

Speaker 3

But not flames themselves.

Speaker 2

Not the flames themselves, but just the smoke, and that proves how important that is.

Speaker 2

So cutting down plastic directly reduces the risk of fire and therefore the likelihood of fatalities.

Speaker 2

Beyond prevention though, the new standard, it also focuses on what happens after an accident should it occur.

Speaker 0

是的。

Yeah.

Speaker 0

Because with older bikes, the identification plates can easily be destroyed in a fire, and it's all burning out altogether and making investigations and liability distributions almost impossible after everything's already burned down.

Speaker 0

So now the e bikes the new e bikes must include a high temperature resistant vehicle code and a nameplate, allowing authorities to be able to identify the bike even after a fire.

Speaker 0

So these all make the tracing incidents much easier and also support theft tracking and vehicle status monitoring.

Speaker 0

And, yeah, we mentioned earlier the fire is something we're they're really trying to prevent nowadays for a very good reason.

Speaker 0

Some data I found, I think it's from CCTV News from last year that the the traffic accidents caused by electronic bikes account for about 10% of the total number of traffic accidents on urban roads as of this year.

Speaker 0

So that's really one in ten accidents are caused by these e bikes.

Speaker 2

是的。

Yeah.

Speaker 2

So what they so what they've done here sorry to interrupt.

Speaker 2

What they've done here is they've gone to the root of the problem.

Speaker 0

没错。

Right.

Speaker 2

The the bikes were made of flammable highly flammable materials.

Speaker 2

So when accidents happen, and inevitably accidents will happen Yeah.

Speaker 2

That's why you saw lot of problems arising from those accidents and fatalities coming from those accidents because of the flames, and not just the flames, but the smoke too.

Speaker 2

是的。

Yeah.

Speaker 2

Trying to make changes in how the bikes are put together would reduce the probability of fires and plus, I guess, other added benefits too.

Speaker 0

So, yeah, I was really curious to find out about just to how these new bags are put put put together in a different way nowadays.

Speaker 0

So, actually, just yesterday, I went with to check out on the ebikes and just to see what they're doing and what they're like nowadays and what they're made of.

Speaker 0

And I went to talk with one of the store managers and here let's hear what he said.

Speaker 4

The

Speaker 1

front and rear fenders are made of aluminum alloy.

Speaker 1

The battery compartment is made of iron, and the frame is now iron as well.

Speaker 1

Well.

Speaker 1

This model comes with the Beidou module already installed from the factory.

Speaker 1

And yes, you can see here at the back, there's a seat that can carry a child under 12 years old.

Speaker 1

This bike has a 400 watt motor, 48 volts, 22 ampere hour lead acid battery.

Speaker 1

It used to be a lithium battery, but now it uses a lead acid graphene battery.

Speaker 1

The battery is larger now.

Speaker 1

It used to be 20 ampere hours and now is 22 ampere hours.

Speaker 1

This bike now has a range of 60 kilometers and is priced at 2,799 yuan.

Speaker 1

The speed limit is the standard 25 kilometers per hour.

Speaker 1

For a small bike like this, it's enough for grocery shopping or taking your kid to school, and it's not used for long distance travel.

Speaker 2

So those changes are meant to improve fire safety Yeah.

Speaker 2

But it's also meant to improve, I suppose, the overall performance of these of these bikes.

Speaker 0

There's one material that he mentioned, which is aluminum or aluminum alloy or aluminum magnesium alloy to be exact.

Speaker 0

So we mentioned how these manufacturers of e bikes, they're trying to replace as many plastic parts as possible and make that into metal.

Speaker 0

But in the meantime, try to make it lighter so that the overall weight of the bike isn't too heavy for one person to carry.

Speaker 0

So aluminum, Maxium, alloy is here to not only solve that, but also it's because this particular material is high up to six degrees Celsius or more in melting point.

Speaker 0

And also, it's self extinguishing, capability can be done within two seconds after the flame is removed.

Speaker 0

So it's nearly non combustible and can significantly reduce the fire risk caused by electronic faults and or or a collision when accident yeah.

Speaker 0

When accidents happen.

Speaker 0

So that's something that I found quite inspiring.

Speaker 0

You don't really see it and immediately recognize, okay.

Speaker 0

This is aluminum.

Speaker 0

It looks just kind of like everyday eBay TV.

Speaker 2

But it's a huge difference now, isn't it?

Speaker 2

Yeah.

Speaker 2

没错。

Yeah.

Speaker 2

当然。

Of course.

Speaker 2

We wouldn't see the difference necessarily

Speaker 0

不。

No.

Speaker 2

In these changes.

Speaker 2

But for safety standards, it's a huge difference because you said the melting point is higher, and then the extinguishing takes less time.

Speaker 0

是的。

Yep.

Speaker 2

You're fixing two killing two birds with one stone Right.

Speaker 2

Two stones, I suppose, so to speak.

Speaker 2

The fire hand hazards are the, the invisible risks, I guess you could put it that way.

Speaker 2

Mhmm.

Speaker 2

But there's another problem.

Speaker 2

It's the speeding.

Speaker 2

It's the souped up ebikes, the altered engines.

Speaker 2

Those are kind of the more in our face problems that need addressing.

Speaker 3

对。

Yeah.

Speaker 3

没错。

Exactly.

Speaker 3

Especially if you've walked or drive on Chinese roads these days.

Speaker 3

A lot of the times, you'll run into some of the bikes.

Speaker 3

Ebikes are going very, very fast.

Speaker 3

And sometimes you would suspect, you know, if they are keeping their speed limits.

Speaker 2

Mhmm.

Speaker 3

And according to the new standards, they are introducing a coordinated one bike, one battery, one charger, and one code system.

Speaker 3

Meaning, the vehicle, the battery, and its charger are all linked together through one single QR code.

Speaker 3

So it's basically like the e bike's digital ID card with full traceability and management.

Speaker 3

And so that means for a lot of the e bikes these days and in the future, you are not able to change the batteries yourself because it happened in the past.

Speaker 3

And even though it's not, you know, allowed under the old standard as well, I think this

Speaker 2

It was just easier to do.

Speaker 3

是的。

Yeah.

Speaker 3

And also under these new standards, it comes with more heavy stricter requirements and consequences.

Speaker 3

后果。

Consequences.

Speaker 3

So and also, you can also by requiring hardware to match the code, and also tampering becomes much harder as well.

Speaker 3

So that means modified bikes may simply fail to operate and cutting off illegal illegal customization at the source.

Speaker 3

So can solve the the, you know, speeding problems that we solve.

Speaker 2

The speeding problem would be one issue that needed to be tackled, and that would be tackled if you had the bike with one kind of digital I ID card.

Speaker 2

But also oversized batteries too, that was an issue.

Speaker 2

Before, people would put batteries in the bikes that weren't intended to go in those bikes.

Speaker 3

And that can also be easily flammable as well.

Speaker 3

Right?

Speaker 3

And, you know, considering the old lithium battery, which is also very flammable.

Speaker 3

And now we have new technology with the, you know, lead acid battery, which is also, you know, an upward upgrade technological wise.

Speaker 2

He mentioned the when in when he was speaking, he mentioned the model that he was talking about came with the Baidu module already installed.

Speaker 0

You mean, Beidou navigation system?

Speaker 0

对。

Yeah.

Speaker 2

That is exactly what it meant.

Speaker 2

Thank you.

Speaker 0

That's something that I was very curious to know at the very beginning because I didn't know that these bikes nowadays come with, like, a satellite navigation system kind of synced as part of the bike, but that's becoming the And in addition, any ebike used for commercial purposes now are required to equip this whole Beidou navigation system too.

Speaker 0

That's include, for example, bikes used for city logistics, commercial rentals, for the food delivery services or courier services, shared mobility, shared ebikes.

Speaker 0

We've talked about that on roundtable before.

Speaker 0

So and all other business operations.

Speaker 0

But for household ones, initially, I thought it's not optional.

Speaker 0

Rather, it's it is optional.

Speaker 0

It's not really mandatory.

Speaker 0

But as far as me and Yushun, we've observed from real store scenarios, most of these new generation ebikes already come with the the Beidou system kind of installed inside.

Speaker 0

So what it what it does is that it helps to collect data such as vehicle's latitude or where it is, the speed, the time stamps, while dynamically monitoring anomalies in battery voltage, temperature, and vehicle movement.

Speaker 0

In simple terms, it's like a safeguard that when you're not watching, some some satellite out there is helping you to secure your bike.

Speaker 2

When when problems potentially arise in the bike as the owner of the bike, even though you might not notice a potential problem coming, that installed preinstalled system will notice for you, and that would help to alert you, the rider Yeah.

Speaker 2

Or alert the companies that address these safety concerns, and they could do that a lot faster with this system already installed in the bike.

Speaker 0

And just FYI, some companies, e bike companies already have similar system.

Speaker 0

But what we're talking about now is the Beidou navigation system, which is developed self developed and operated by China.

Speaker 0

And now that is to be put on, if not already put on, the ebikes for all brands instead of just a few who who are developing their own systems.

Speaker 0

So that's also a new step forward.

Speaker 2

The brakes, that's another standard new standard here.

Speaker 2

What's the new standard for braking?

Speaker 3

Well, they shortened the maximum required braking distance, cutting the wet conditions, stopping distance to roughly half of that under the previous rules.

Speaker 2

That's a big difference.

Speaker 3

So that means it's a major safety boost for rainy day riders.

Speaker 3

It's very important for those especially running for business operations.

Speaker 2

是的。

Yeah.

Speaker 2

That would be a big improvement for delivery riders.

Speaker 2

没错。

Yeah.

Speaker 2

确实。

Yeah.

Speaker 2

Who oftentimes, every time, if the weather is not that bad, will be delivering in the rain.

Speaker 2

Also, the range, the gentleman in the clip, he he referenced the range as well.

Speaker 2

There's good news here.

Speaker 0

是的。

Yes.

Speaker 0

So under the new standard, the maximum weight limit for a widely used lead acid battery module increased from 55 kilograms to 63 kilograms.

Speaker 0

And what that means is that this allow these bikes to carry larger capacity batteries and boosting with a boosted estimated range by an additional 15 to 20 kilometers.

Speaker 0

So for many riders, this softs the ultimate worry of, oh, I didn't charge my e bike last night.

Speaker 0

Mhmm.

Speaker 0

Is it going to last throughout the day Mhmm.

Speaker 0

今天?

Today?

Speaker 3

There was no need to actually modify the bikes Mhmm.

Speaker 3

To to to install the oversized map batteries anymore.

Speaker 2

Because you've already got one.

Speaker 2

是的。

Yes.

Speaker 2

The ID the the stamps that go on the bike that kind of make it ID proof if you will.

Speaker 3

Mhmm.

Speaker 3

The triple c mark.

Speaker 2

The triple c mark.

Speaker 2

This is an important step too.

Speaker 3

是的。

Yes.

Speaker 3

CCC标志。

The triple c mark.

Speaker 3

I think we've also saw that on the news that over earlier this year, only triple c marked power banks

Speaker 0

对。

Right.

Speaker 3

Are allowed on flight.

Speaker 3

And a similar mark is now this triple c mark is basically the simplest visual cue that this vehicle has passed China's compulsory product certification.

Speaker 0

没错。

Right.

Speaker 3

So that's why it's called triple c.

Speaker 2

是的。

Yeah.

Speaker 2

And the stamp, you'll you'll see it.

Speaker 2

Right?

Speaker 2

It just looks like CCC.

Speaker 0

对。

Right.

Speaker 2

是的。

Yeah.

Speaker 2

And that's just proof that it's passed the inspections.

Speaker 2

It's proof that it is what it's supposed to be.

Speaker 3

Mhmm.

Speaker 3

So for for a lot of for the consumers out there, you you should carefully check, you know, that the module number, the full vehicle code, and other details on the certificate exactly match the bike in front of you.

Speaker 2

没错。

Right.

Speaker 2

Because that if you have that CCC mark, and we already talked about the the identification of the bike, you know, one battery, one everything, one Charger,

Speaker 3

one code.

Speaker 2

对。

Right.

Speaker 2

So it's one unit.

Speaker 2

So the triple c stamp on that, make sure it matches the bike that you're looking at.

Speaker 2

Certificate validity is going to be a lot easier to check because what you'll do is you'll scan the QR code Right.

Speaker 2

On the product certificate.

Speaker 2

You can also visit the National Certification and Accreditation Public Service platform, which is a website.

Speaker 2

And if you go to that homepage, you can click the certification results.

Speaker 2

You can enter in that CCC certificate number from the certificate itself and then the the status will show valid.

Speaker 2

And from the December 1 onward, all of those CCC certificates issued under the old standard, those are gonna be canceled or they're going to be revoked.

Speaker 2

So that's important information for people to know as well.

Speaker 2

What about changes to the new standards?

Speaker 2

What what's gonna happen to the to the market and to to different brands?

Speaker 2

We don't need to mention different brands, but just generally speaking, what's gonna happen to the market here?

Speaker 2

This has to be a busy period, I would think.

Speaker 0

是的。

Yeah.

Speaker 0

For them, a lot of brands, they're still going, through ongoing r and d processes, and some brands are already rolling out new modules like we discussed earlier.

Speaker 0

And so far, more than 30 major brands here in China have launched around 600 certified models under the CCC scheme with production capacity gradually ramping up.

Speaker 0

So you see some of those stores have has yeah.

Speaker 0

Have more bikes.

Speaker 0

Some others are still waiting.

Speaker 2

It's a transition for you.

Speaker 0

For them, rather huge one for them, to be honest.

Speaker 0

And Xinhua News also reported about their visits recently to dealerships in cities across China, like here in Beijing or in the South in Guangzhou where ebikes are very popular among people there, and also in Eastern China's Nanjing.

Speaker 0

So this show their data show that the stores for major brands have begun stocking new standard models, though the process differs across regions.

Speaker 2

And from the customer's point of view, I guess, this is kind of a wait and see what happens period.

Speaker 3

是的。

Yeah.

Speaker 3

没错。

Exactly.

Speaker 3

For many of the buyers out there, they're sort of watching and seeing.

Speaker 3

And according to some of the sales staff, they reported compared the same period in previous years, the food traffic, you know, the visits, and the purchase intent have noticeably slowed in recent days.

Speaker 3

And one of the reasons for the buyers to be, you know, wait and see is because the prices are up.

Speaker 3

Because of under this new standard, some models are sell for several 100 yuan or even over 1,000 yuan more than similar previous models.

Speaker 3

So because the stricter requirements on fire resistance, on safety, on braking performance would, you know, inevitably raise the costs.

Speaker 3

So some buyers are sort of looking just hesitating over the prices.

Speaker 3

Mhmm.

Speaker 0

So indeed, it's now costing more to try to make a bike.

Speaker 0

And, yeah, we also wanna know to know why what exactly is is raising up the price and everything.

Speaker 0

So we actually went to a different shop yesterday and spoke to a different store manager, and this is what he says.

Speaker 4

I think it's fine to just buy the new standard model because it's pretty good.

Speaker 4

Many people used to feel the old bikes were big and inconvenient to park.

Speaker 4

This one is smaller and more convenient.

Speaker 4

The current model is actually based on a similar old standard version with a similar appearance and a price, also a little over 4,000 yuan.

Speaker 4

It's not much more expensive.

Speaker 4

The main difference is the functions in the electric control system, including positioning and other features, and all these features cost money.

Speaker 4

So there is a reason why the price can be a bit higher.

Speaker 2

I mean, that makes sense.

Speaker 2

If the bikes are gonna be more expensive to make, then that is going to be reflected in the sticker price that we see when we go to buy one.

Speaker 0

And during our trip yesterday, just, we noticed that two brands we visited only released one new generation e bike per product respectively in their stores, but one other brands remain on the waiting side saying that the more of their models are being developed and tested at this point and then are not yet shown in the Beijing stores.

Speaker 0

And which proves that all of these features, these tech that they are putting into their bikes are worth waiting or worth for us to anticipate a little bit when they come out.

Speaker 0

And, yes, for the for these brands, it's a big change in terms of how they are adapting into this new market too.

Speaker 2

It's a big change for the brands, for the bike makers, but it's a big change for the people who are buying these bikes or the people who owned bikes previously.

Speaker 2

So what is the, public saying?

Speaker 2

What are some of the biggest questions that people might have regarding their old bikes?

Speaker 2

So I'm sure, as I mentioned when we started this, you know, can I still get my old bike fixed?

Speaker 2

What types of rules are there about that?

Speaker 3

So I think the biggest question for a lot of people is can I still ride my old bikes that are built under the old rules?

Speaker 3

And the short answer is yes.

Speaker 3

If your bike is already purchased and registered, it won't be forced off the roads just because it didn't meet didn't meet the new standards.

Speaker 3

And for those who bought an old standard bike and hadn't registered yet, well, the deadline was November 30.

Speaker 2

Oh, okay.

Speaker 2

So if you bought it before but didn't register it in time, you're out of luck.

Speaker 0

是的。

Yeah.

Speaker 0

You can't ride it on the road.

Speaker 2

But if you did register it in time, then then you're okay.

Speaker 0

对。

Yeah.

Speaker 0

And then about the other big worry that you mentioned earlier, Steve, how about the repairs and the individual parts?

Speaker 0

Can we still get those?

Speaker 0

So the good news is that major companies have rolled out guarantees promising to continue serving and supplying these parts for old standard models for at least next five years, which is about the time that the existing older battery fails anyway.

Speaker 0

So you won't really be left stranded with an unrepairable relic any anytime soon, and you can still carry on using it and getting it fixed.

Speaker 3

Yeah.

Speaker 3

And I think another one of the concerns coming from parents would be, can I still carry my kit?

Speaker 2

Oh, yeah.

Speaker 3

没错。

Right.

Speaker 3

The new standard ebike.

Speaker 3

You can because both the old and the standard new standard treat seating the same way.

Speaker 3

The standard takes into account scenarios where children need to ride a line and it allows for a rear seat and even supports installing a child safety seat.

Speaker 3

Just remember to put on two helmets when you're riding

Speaker 2

对。

a Right.

Speaker 2

That's important.

Speaker 2

Some newer models, they don't include rear racks though because some manufacturers, they're tailoring designs for different users.

Speaker 2

So some models leave space for child seats, others don't.

Speaker 2

I guess it just comes down to what you need, and you can search for your particular style of ebike.

Speaker 2

Just as a last question, what happens if you go over 25 kilometers per hour?

Speaker 2

Does the engine just does the battery, the bike just shut off, or will it still function?

Speaker 0

是的。

Yeah.

Speaker 0

That's the worry shared by many people as well.

Speaker 0

Does will there will I be throw out of my bike if it happens?

Speaker 0

But according to experts, under normal riding, your speed won't really exceed 25 kilometers per hour per hour because that might not sound as fast, but it's actually pretty fast.

Speaker 0

And in rare cases, like costing down a steep slope, the bike may go faster.

Speaker 0

And in those moments, the motor simply stops pushing you instead of stopping and hitting on the brake to stop as per yeah.

Speaker 0

Just all all of a sudden, Slamming you onto the road.

Speaker 0

是的。

Yeah.

Speaker 0

It's not really stopping when it reaches top limit.

Speaker 0

And also, when it gets close to 25, there will be alarm ticking to remind you that, oh, you are speeding up.

Speaker 2

Oh, so it tells you you're kind of reaching your maximum speed and you need to slow down.

Speaker 2

是的。

Yeah.

Speaker 2

So does this encourage you, Fei Fei, to get out there and buy a new e bike?

Speaker 3

Well, I need to learn my balance first before I purchase a e bike.

Speaker 2

Get the e bike with training wheels then, I guess.

Speaker 0

Yeah.

Speaker 3

That would be cool.

Speaker 2

First one for you.

Speaker 2

New standards put in place.

Speaker 2

If you own a bike before, now you know what's up.

Speaker 2

If you're thinking about getting one, now you know what's up with that as well.

Speaker 2

And that'll do it for today's roundtable.

Speaker 2

Thank you very much for sharing your time with us, Yushan.
